    What is KKDIK Registration?

    KKDIK Registration is the process required under the KKDIK Regulation for companies manufacturing or importing one tonne or more of a chemical substance per year. In Türkiye, registrations are submitted to the Ministry of Environment, Urbanisation, and Climate Change (MoEUCC).

    Chemical products that are not registered under KKDIK are subject to trade restrictions, penalties, or legal sanctions. Chemleg can complete your KKDIK registrations on your behalf.

    KKDIK Registration Deadlines

    The registration deadlines were updated by the Procedures and Principles Regarding the Implementation of the KKDIK Regulation published on 12 August 2025.  Click here to review.

    The revised deadlines are as follows:

    31.10.2025

    • Registrants must complete the pre-registration and become a member of the SIEF by this date.
    • For substances manufactured and/or imported for the first time after 31.10.2025, pre-registration must be completed within 30 days after being placed on the market.

    31.12.2025

    • Lead registrants for substances placed on the market before the publication of the Procedures and Principles must be determined by this date.
    • For substances placed on the market for the first time after the publication, the lead registrant must be determined within six months.

    31.03.2026

    • If the lead registrant cannot fulfil full registration obligations, a temporary registration must be submitted by this date.
    • Companies intending to submit an individual dossier instead of participating in a joint submission must also complete temporary registration by this date if they cannot meet full registration requirements.

    30.09.2026

    • Following the temporary registration by the lead registrant, member registrants must submit their temporary registrations to the Ministry by this date.

    How Does the KKDIK Registration Process Work?

    The KKDIK registration process can be summarized as follows:

    • Registration Application:

    Manufacturers or importers producing or importing one tonne or more of a substance (as such, in a mixture, or in articles with intended release) per year must apply for registration via the Chemical Registration System (KKS).

    • Pre-SIEF (pre-registration) Submission:

    Each potential registrant of a substance manufactured or imported at ≥1 tonne/year must submit a Pre-SIEF (pre-registration) to be included in a SIEF in order to enable data sharing and communication with other potential registrants. The deadline to join a SIEF is 31/10/2025. For substances placed on the market for the first time after this date, the pre-SIEF must be submitted within 30 days following the market placement.

    • One Substance – One Registration Principle & Lead Registrant Appointment:

    Registrants of the same substance must participate in the same joint submission. Potential registrants can query the SIEF status via KKS. Lead registrants must be appointed:

      • By 31/12/2025 for substances placed on the market before the publication of the Procedures and Principles.
      • Within six months for substances placed on the market for the first time after publication.
    • Temporary Registration:

    If the lead registrant cannot fulfil full registration requirements, they must submit a temporary registration (Annex-1 data of P&P) by 31/03/2026. Member registrants must submit their temporary registrations via KKS by 30/09/2026 following the lead’s temporary registration. Individual registrants not joining a joint registration must also submit temporary registration by 31/03/2026. Annex-1 data must be entered by a Chemical Assessment Expert in KKS, with their certificate attached. Chemleg also provides training for Chemical Assessment Experts under KKDIK.

    • Full Registration:

    Full registration is completed when the registrant provides the required data according to the tonnage band-specific information requirements of the Regulation. If registrants cannot obtain the required data or access them from publicly available, copyright-free global sources, the lead registrant (or an individual registrant) may request an extension from the Ministry via KKS, with justification.

    The Ministry evaluates the justification and may grant an extension (up to two years beyond the final registration deadline for the relevant tonnage band). If data remain unavailable at the end of the extension, the Chemical Advisory Group evaluates the justifications, and the Ministry decides on approval or rejection of the registration for that substance.

      Frequently Asked Questions

      What is the tonnage limit for KKDIK?

      Under KKDIK, the registration obligation applies to substances manufactured or imported at one tonne or more per year.

      In Türkiye, the equivalent of the EU REACH Regulation is the KKDIK (Türkiye REACH) Regulation.

      The following items are excluded from the scope of KKDIK:

      • Radioactive substances and mixtures covered by the Regulation on the Safe Transport of Radioactive Materials,
      • Substances, mixtures, or articles in transit subject to customs duties, in temporary storage for re-export, in a free zone, or in warehouses, provided they do not undergo any treatment or processing,
      • Non-isolated intermediates,
      • Transport of hazardous substances and hazardous mixtures by rail, road, inland waterway, sea, or air,
      • Wastes covered by the Waste Management Regulation and the Regulation on Radioactive Waste Management,
      • Substances and mixtures manufactured or imported for defence purposes.

      Substances not registered under KKDIK cannot legally be placed on the Turkish market. In such cases, administrative fines and sanctions may apply.
