What is the PIC Procedure in Türkiye?
To align with the Rotterdam Convention, the Ministry of Environment, Urbanisation and Climate Change of Türkiye has published the Regulation on the Export and Import of Certain Hazardous Chemicals.
Under this regulation:
- Exporters of certain hazardous chemicals must submit a PIC notification at least 35 days before the first shipment.
- Annual import and export reports must be submitted by 31 March each year.

Scope of PIC Notification
PIC obligations apply to the following:
- Annex 1 chemicals – substances fully banned or severely restricted in Türkiye.
- Annex 2 chemicals – substances subject to the PIC procedure in international trade.
Main Obligations and Process
1 – Prior Notification
Exporters must notify the Ministry 35 days before the first shipment. The notification is valid for the year of export. This ensures that the importing country can decide whether to allow the import. Notifications are submitted via the e-ÖBK system.
2 – Annual Reporting
Exporters and importers of Annex 1 and 2 chemicals, and mixtures containing them, must report the quantities traded in the previous year by 31 March.
3 – Additional Information
Exporters must also provide the Ministry with the names and addresses of importers in other countries. Upon request, additional details about shipments must be submitted.

Which chemicals are exempt from PIC notification in Türkiye?
The regulation exempts:
- Radioactive substances and mixtures,
- Wastes (covered under the Basel Convention),
- Substances for chemical weapons,
- Medicinal products, food and feed, cosmetics, medical devices,
- Narcotic drugs and psychotropic substances,
- Research or analysis samples not exceeding 10 kg per year per importing country.
Is the PIC procedure in Türkiye different from the Rotterdam Convention?
No. Türkiye has fully transposed the Rotterdam Convention into national law. The PIC Regulation applies the same rules governing the international trade of hazardous chemicals.
How long does the approval process take?
The response time of the importing country may vary. However, a reply is usually expected within 60 to 90 days after notification. Shipments cannot take place until a response is received.
Can an Only Representative (OR) carry out the PIC procedure?
